The actual work during Katrina was done by the thousands of volunteers who came to Louisiana, Alabama and Mississippi to set up shelters, kitchens, medical dispensaries, through the Salvation Army, the Baptist and Methodist churches and the National Guard. (Governor Blanco refused for 3 days to allow the Guard to cross state lines into Louisiana, then President Bush ordered the Guard in). FEMA hired "local" people, most without any skills, and these are now permanent government employees.
