Clinton WAS impeached, which means to charge and bring to trial (not necessarily to convict). Charges of perjury and one of obstruction of justice were brought, voted on, and passed by the House on December 19, 1998. From there, it is the Senate which conducts the trial and may convict if 2/3 of the Senate vote to convict. In Zipper Bill's case, only 50 Senators voted to convict, 17 short of the 67 needed
