You need 60 to break a filibuster which i think ist he point that is being made. Of course this assumes that you can't find 7 Democrats that are mindful enough of their country and their continued employment to not act like spoiled children. The filibuster is the last hope of the small and petty minded to forstall the will of the majority and it's over use has backfired on the Democrats before. Romney may in fact have difficulty for the first 2 years but if the Democrats follow through it will be a super majority of Republicans in 2014. The DNC is circleing the drain and Harry Reid will be right there at the helm.
