Right....that is inconceivable. Panetta probably raised this emergency with the President and he received the same thing from Obama as he did when deliberating about going in after Bin Laden. So the question remains: What did President Obama do that evening?" No, it's conceivable... Obama told Panetta to handle it. Obama can't make tough decisions.
