When I was a kid, I remember seeing a comic strip that encompasses this story perfectly. One person is looking at the sidewalk in front of his house. His friend asks him what he is doing. The first person says that he dropped some money down in the cellar. The friend asks why he isn't looking for it in the cellar. The response? "There is not enough light down there". This is the lazy man's way of investigating voter fraud. Forget about the places where it might be a real threat. They'll never give you enough light to look for the fraud. If they let you look at all. Instead concentrate on a country where there is plenty of light. Little effort is required and there's nothing to be found but everyone will see your "efforts".
