The author of the piece argued that "disaster coordination is one of the most vital functions of 'big government'" so we should not be so eager to downsize the federal monstrosity that exists in Washington DC today.
He must mean how well coordinated the administration took care of those in danger on September 11, 2012 in Benghazi.
