Geo engineering is a patented science now. Sorry, but there's even been science conferences discussing the matter and how to implement it. They just don't officially go as far as admitting it is done.
In 2009, at a San Diego conference, they discussed the abilitty to steer a Katrina away from New Orleans and maybe toward a lesser populated area. That would have shifted the deaths elsewere, not eliminate them. There lies the moral hazard of doing so and why it's not admitted. The problem is the patented chemicals are showing up in water samples everywhere.
