The part of Congress that is really failing us is the House of Representatives. The Founders gave the House many extraordinary powers, among them: 1. Must start all appropriations bills, 2. Only the House can start impeachment. In these two alone, lies the power to deeply affect how the country is run. The Founders favored the House because it was closest to the people. This House, under Boehner, has ignored at least a half-dozen reasons for starting impeachment hearings against this president and certain judges.
