I taught 7th grade science which included tobacco, alcohol, drugs and HIV. I went to many training sessions for these really serious subjects and found the programs generally used 'cutesy' little games and activities which did not stress the seriousness of any of these problems. Things such as the blowing up of balloons don't make the students aware of the consequences of their decisions on their lives. I tried to do activies that helped them see how they can avoid so many grave situations that will really affect them. Especially with the HIV when parents were reluctant to have theri children in the classes, I assured them this was a 'why not to' rather than a 'how to' class and then very few kept their children out of the classes.
