New pay plan. Total up all the private payroll in the country. Divide that number by the number of people working in the private sector. Take this number and divide by 2 to determine the midpoint. Total up all the non-military federal payroll. Divide that number by the number of non-military people working in the private sector. Take this number and divide by 2 to determine the midpoint. Take the two midpoint numbers and adjust ~~all~~ non-military federal pay by the percentage difference of the two midpoint numbers. Problem solved and most of the research for the input numbers has already been done by the Bureau of Labor Statistics.
