This is a prelude to blaming the intelligence services. We in the military saw the trend decades ago to rely almost solely on electronic intelligence including monitor radio and telephone traffic, satilites in the sky, drones, etc., rather than human intelligence. Therefore the effect to to eliminate the most reliable source of intelligence, what a human being saw and heard from being among those about whom we want to know what they think and what they intend to do and knowledge about what resources they actually possess. There are too many machines and too few human resources.
