These are not Catholic doctrine. Not even the death penalty statement. The Church recognizes the state having the authority to punish criminals to keep them from harming others. However, they think we have progressed to the point in the west where it is no longer necessary to kill criminals to accomplish it. The Church also does not require the governments to impose taxes to help the poor. As a matter of fact they have called communism/socialism incompatible with Church teaching. They believe we, as Catholic Christians should care for the poor.
