Contrary to Popular Opinion, Presidents don't enact budgets. Congress does that. Presidents only spend what Congress gives them.
If you want a balanced budget, you have to replace a majority of both the House and the Senate. Romney can REQUEST a ballanced budget, but he has to take what he is given. Even BO, would have a balanced budget, if that is what Congress passes.
However, George W Bush was the President the last time a Congressional Budget was approved.
