Very good point. The Democrats controlled both houses in Congress from Jan 2007 to Jan 2011. It's Congress that controls the purse strings and passes legislation (or fails to pass), not the Executive Branch. And the Bush did warn about the risks with Fannie Mae/Freddie Mac. It was Barney Frank who assured that there were no financial risks.
