We should take a cue from one of the worlds most successful rulers of the largest land empire ever known, Genghis Khan. When a nation murdered on of his ambassadors or emmissaries, he would give them a chance to right the wrong immediately. If they failed to do it, he exacted retribution. He maintained their respect for a long time afterwards.
