Pre-Civil Rights era nearly every city with a substantial black population, had a black business district and a growing middle class. Separate, yes. Segregated, yes. Discriminated against, yes. But participating in the American dream, nevertheless. The race-and-poverty pimps who took over "civil rights" never cared about their stated goals, but about political power. Demagoguery never had a better illustration.
