Funny you should mention lights, Ross. Detroit hasn't been able to keep the streetlights on for a couple of years now. Legislation was pending in Lansing over forming a tri-county light authority (included two suburban counties along with Detroit's Wayne County) but the Detroit house reps couldn't be bothered to vote on it. In Detroit, the prevailing attitude of the City Council (which some aptly call the "Clowncil"!) is for the state of Michigan to just turn over as much money as Detroit decides they need to continue their downward spiral. They are livid that the rest of the state doesn't want to continue to flush money down the Detroit sewer.
