Socialism is the collective exercise of the ownership powers over the means of production (capital), usually by the state. This is the case, regardless of whether the state engages in economic activity in an otherwise free market system (as in most hybrid states today), the state engages in outright or de facto ownership of some industry (socialized medicine in the former case, Obamacare in the latter) or the state directs to whom one can sell, from whom one can buy, sets production ceilings and quotas and dictates prices while ostensibly leaving title in private hands (fascism or corporatism).
