He was a senatorial candidate at the time he visited the hospital; he lost the race and was not in the position of changing the funding for the hospital. So he spent HIS OWN MONEY, anonymously, to help get the veterans milk. When he became governor 2 years later, he submitted legislation to the Mass legislature to fund the hospital according to the director's written budget, to the penny. He did what he could, when he could. He has always done that, not perfectly (as none of us are perfect), but as well as he could at the time. This is the kind of person we need in the WH. Someone who gets things done, without grandstanding or blaming others.
