If Indian Hemp were legalized completely, one effect you would likely see is an immediate, dramatic REDUCTION in traffic deaths. Why? Because Indian Hemp can be grown for next to nothing, while the more dangerous alternative--alcohol--costs a lot more (this is why Indian Hemp used to be so popular among poor minorities). Indian Hemp users tend to be fully aware of their limitations, and become relaxed and non-aggressive. Alcohol users tend to be overconfident and aggressive. This is why you see stories all the time about alcohol-related traffic deaths, but very rarely about marijuana-related traffic deaths (despite the high percentage of people who use marijuana).
