Minimum wage laws were implemented for two reasons... 1) to artificially raise pay, assuming it would create more disposable income 2)to prevent the movement of capital to Southern locales where blacks were willing to work for less than whites, aka prevent blacks from taking northern whites jobs. The unions used their influence to keep blacks out of the workplace.
