Prof. Sowell has too much respect for the “democratic” government versus the dictatorship. I would say that, while in the dictatorship only the highest level enjoyed uncontrolled immunity, in democratic government each local tsar is free to abuse. When Republican and then Democrat Treasury Secretaries “swooped down and grabbed” GSEs, Goldman Sachs demanded, in the interest of taxpayers and to punish greedy investors, there were no protests, no judicial review, no public discussion, just demand for more severe punishment. Substitute “greedy speculators” to “greedy kulaks” and “taxpayers” to “working people” to see that Stalin was more inventive and less shameless. This makes the analysis of prof. Sowell even more important.
