The goal of the private sector employer who hires the low skilled, low wage workers who make up a large portion of this 47% is to pay them as little as possible. This is contradictory to your plan. Further, many of these private sector job creators (Wal-mart, McDonald's, etc.) derive much of their profits from the spending of those on public assistance, only to turn around and pay low wages to their workers, who then need public assistance. This isn't progress.
