In my rather medicore military career, I never found "hope" to be a combat multiplier. Boots on the ground win battles. All the high tech stuff is great until you run out of it. The questions that need to be asked are what do we what the military to be able to and what resources are necessary to do it. Then either provide the resources or don't expect them to do it.
