Governments and governors have two forms of restrictions placed upon them. One is legal: that you find in the Constitution; the other is moral, which you find in the Ten Commandments. You are being protected against autocracy now, not by what the Constitution of the United States says, but by the moral instincts of the people who hold the reins of government in this Country. That is why John Adams said: "Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other." That is why William Penn said: "Those people who will not be governed by Almighty God must be ruled by Tyrants."
