Only partly true. Welfare and food stamps are handouts. No real expectations from the recipient. Social Security, on the other hand, (Yes, a government check) is, if not actually earned, still a contract with the government. People paid in to the system with the expectation of receiving a stipend at a certain age. The fact that congress stole the money in the fund and spent it all is another discussion for another day.
