As a former Officer-in-Charge in the former Immigration & Naturalization Service I used to start my talks with "You cannot immigrate to the United States.....pause.....unless you have a relative here or a skill we need." This eliminates 99.99% of the 7.3 billion people on earth who do not meet the preferences of having a skill we need or an immediate relative, i.e. father, mother, sister, brother, spouse who is a U.S. citizen or lawful permanent resident. The "non-preference" alien who seeks to immigrate to the U.S. is one of less than 1 million lawfully admitted each year.
