I propose that Congress never pass a law that it doesn't allocate money for in the budget. And as far as programs Americans want, Congress needs to print money to cover those; it's that simple. Saying that "there isn't enough money" is ridiculous. If there isn't enough then more needs to be created. No, what's really happening is a competition by private interests for public funds, curs at the trough. Banksters are siphoning off trillions and need to deprive Americans of an equal amount to maintain the currency value. It's wealth transfer of the criminal kind.
