The way to drive healthcare cost down is not complicated. It only takes a few steps. 1) Tort Reform 2) Allow competetion across state lines 3) change the healthcare mindset (Drs Patients and insurers) from a reactive system to a proactive system 4) Change the system so it is individual based and not employer based. 5) make it so insurance is for catastrophic care not routine care. Use health savings accounts for routine stuff and wellness care. All these together would bend the curves of insurance cost and health care cost down by simple competetion.
