In my experience as a health care provider, I have seen veterans who we would all think are disabled, ie double amputees, parapalegics, but they may not see themselves as such. In many cases, I have found, it is a matter of the mind. Providing financial incentives complicates the issue greatly and creates a challenge for providers. Heath care providers, in my opinion, often times capitulate to get the patient 'off their backs'. Add to this lawyers all too willing to advocate and you end up with what we have today-a mess!
