I reach in an inner-city school and my union does support teacher safety, but the issue lies with the school board, the legal system (these kids are entitled to an education), and alternative schools where there is a waiting list. I'm fortunate, I have a tough principal that has the support of the district. Anyone caught fighting will get expelled (and then the parents get a lawyer). In large urban districts, a student can assault a teacher and be back in the classroom three days later.
