Secondly, "nation building" (Civic Action to give it its proper name) is N-O-T a touch-feely excercise in futility. I refer you to COL Corson's CAP-Team Marines as how this tactic can and should be worked. Ditto for Wendell Fertig's efforts and those of Littleton Waller Tazewell Waller. Any country can be given a federal----as compared to unitary------structure and the capability for a republican form of governance is inherent in human nature. In fact all governmental efforts start out as republican in nature. They then get corrupted. American soldiers can and do wind up neutralizing the corruptiing mores and build upon those inherent fundamentals. It is Congress and the State Department that go for unobtainable facades.
