First of all, soldiers are hired to accomplish one primary goal: to reduce enemy capabilities and render them harmless. To do that, they have to be stationed and deployed where they can get at said capabilities. This means that their employer(s) (that is us folks) may not properly put restraints on their geographic whereabouts. Today's deployments are analgous to those following The War Between The States. Once there was no more Army of Northern Virginia, the US Army became smaller but was stationed in many more places, had many more skirmishes, a multiplicity of tactical problems, an occasional defeat and so forth and so on. Decentralization and no micro-management enabled the diverse elements to prevail.
