I recall this problem first showed up in the 2000 election. Deployed sailors based out of Jacksonville mailed their early ballots on time, but They were on smaller ships that did not have a US post office on board. The ballots arrived on time but lawyers for Algore didn't allow them to be counted because the mail wasn't offically post marked until the mail reach a landbases post office several days later. This is not an easy case to explain to the average voter but the administration is making it sound like they just want early voting for walk ins. They don't want anyone to make a connection that these military voters are a thousand miles away from the nearest post office that can legally postmark their ballots.
