In the Dialogues, they discussed how to deal with violent crime in their hypothetical, new republic. To paraphrase... build a one-cell jailhouse in the middle of the Mojave Desert with no A/C. The first time someone commits a violent crime, toss his butt in the jail cell and feed him a sustenance diet of bread and water. The NEXT time someone commits a violent crime, you take the first guy out, shoot him, and toss the second guy in. There it is! No prison overcrowding. Surefire deterrent. Et cetera.
