One other thought about the "put all the drug users in jail or execute them" thought. You might run into a bit of a "jury nullfication" problem there, ie, juries refusing to convict drug users who had not otherwise harmed anybody if they faced such sentences. (Certainly, if I were on the jury in such a case, I would not vote to convict.) But perhaps trial by jury is just one more of those quaint, outdated Constitutional rights that need to be trashed in the sacred name of the War on (some) Drugs?
