Employers hire labor when it can produce value in excess of its cost. In either case they are private decisions made by private businesses, not public policy. Here's a clue for you: stable economic policy without shocks and surprises provide incentives to invest in plant, equipment, and job-creating activity. The Obama administration provides none of this.
