I knew about one. A illiterate woman we knew who had been raised on welfare all her life and was presently on welfare (with her eight children by five different men) did not have an ID, because she sincerely did not know where she had been born and did not have a birth certificate. We did some research and were helped by a very nice woman in Social Security, got her birth certificate for $12 from Wyoming (we never would have guessed that!) and she had an ID in the time it took to get through the lines at the DMV. It took a helping hand from people who could read, but I'd offer to help somebody else if I knew they needed help.
