Absolutely! That was done during the "progressive era," so as to, as the lie went, stop manipulation at the state level. Where better to have oversight than at the state level? Putting everything miles and miles away with a disinterested federal conglomeration deprived us of our say. Originally, too, when the Fed spent more for what was called duly Constituted expenses, the overage was divided among the states. That way the states also could keep a close eye on what the federal gov't was doing. The so-called Progressives, new speak for Communism, have sent us all on the road to Perdition. We're fiddling while Washington burns us up!
