It would not surprise me if all of the conservative justices wrote the opinion and controlled the narrative of the decision. My understanding is that the liberals were perfectly happy to have expanded the commerce clause. By writing the opinion, he removed any doubt that it was a tax, it had nothing to do with the commerce clause, and by making it constitutional, left the blame at the feet of the democrats and us to take care of the situation. 51% is all it takes to get rid of the law because it is a tax.
