No, the analogy of buying insurance subsequent to "wrapping your car around a tree" is spot-on. Obama care will not only mandate that insurers not turn away people with preexisting medical conditions (analogous to the "prior accidents" theme), but will also allow the same people to go out and buy insurance when they do get sick, injured, etc. They cannot be turned away. There is no practical difference, zero, between someone being afforded coverage after their car wreck and someone getting insurance after their medical emergency.
