Mandating coverage for testing will increase the costs of healthcare which will make insurance more expensive for the working poor. Urgent though this need for screening is, it is NOT the right solution to the problem. Formulating free markets and eliminating mandates is the only solution to bringing down the price so it becomes a no-brainer for doctors and parents.
