This is what happens when you have people in charge of the private sector who have never owned or managed a business in their lives. They assume that if they raise the minimum wage, business owners will just start paying their employees more money, and that will be that. But if they understood how the business world really works, they'd realize that most business owners can't afford to pay their employees more, so to recoup the costs they will have no choice but to either (a) cut some jobs or (b) pass the cost on to customers by raising prices. Either way its a detriment to the business and to the economy as a whole.
