Of course they can express and conduct themselves according to their political inclinations, but the minute they hand out flyers to schoolchildren, they've crossed a line. They're not allowed to engage in political activity on the public dime -- that includes passing out flyers during school hours and driving people to the polls with publicly-owned school buses. And they're supposed to be teaching during school, not indoctrinating.
