Dr Williams -- you diagnosed the problem right (a tragedy of commons) but you don't finish the job. Any tragedy of the commons can be turned into a success story if only you structure the compeition over the use of the commons properly. In this case, we must (a) cap spending (b) force congress to prioritize the budget. Doing both will force congress to means-test and results-test their spending. In other words, limits can be made to force congress to pursue social justice. Our political spectrum is thus united. If we do it right, the tax burden can be made to constantly shrink even as net-social-justice constantly improves. Do you get it?
