I'm not sure WHO is responsible for this, but Texas (in and around Corpus Christi) has been pulling oil out of the ground as fast as they can. You can see the trucks hauling crude oil (HAZMAT placard 1267/1268) and trucks hauling sand and water to aid in the extraction of said oil. Plus, gasoline prices have been dropping in Texas for the last few months (as 3.49/gal). And I could not tell you WHERE the oil is coming from (but probably PRIVATE lands).
