Alberto Giubilini and Francesca Minerva's paper in The Journal of Medical Ethics posits that only irrational religious or moral objections stand in the way of infanticide. And we know that before he was elected to the US Senate, President Obama vigorously opposed an Illinois bill to outlaw deliberately allowing newborns to die of starvation, dehyradtion and neglect, if the newborn had survived an attempted abortion. It sounds like hyperbole, but it HHS can force a religious group to pay for abortion, why could HHS not just as easily force the group to pay for infanticide?
