There would almost certainly be an Underwriters Laboratory (UL - that certifies the safety of electrical devices) equivalent in the food business if the government had no FDA or other all the other alphabet soup of regualtory agencies. The good thing about such a private certifiying agency is that their reputation hinges on the relibility of their information...thus they are far less given to being bribed into giving certifications. Contrast that with the matter what bad calls they make...nobody is going to shut odwn or even threaten to shut down the FDA...thus at the end of the day the FDA is unaccountable.
