The imapact on employment: while people are un/underemployed, after a crash when there was massive layoffs, how about putting a huge weight, or cost, onto their employment and make it an unknown as to how much or even if it will be in existence in two years because its constitutionality is in question. (Health care law). This 'reform' occurred while people were unemployed and underemployed and firms were not hiring and struggling to make a profit. We're wonding why the unemployment rate hasn't moved over the last several years???
