Two thoughts - first, the concept of "base line budgeting" must go away before the 2% cut is enacted, and second - EVERYONE needs to pay the two cents. I really don't care if you're 16 or 95 and working as a greeter at WalMart - no one can be exempt from this tax. The only way we will ever become fiscally sane is if everyone has skin in the game.
